SUBJECT: Your Memo, Subj: FY-88 Strategic Goals, dtd 28 Jun 88
Your memo was well written and well thought out. I would like very
much to read through it again and perhaps explore a counter-proposal or,
if you will, a combining of the recommendation in graf 9 and the intent
of the recommendation in graf 12. My thought is that a program (SIOFD)
which encompasses 13, 14, and 15 grade levels has the advantage of being
familiar to our employees and eliminating the horrors of raised
expectations about achieving a GS-13 journeyman level. Perhaps we can
talk about it late this week after I have re-examine your memo.
