I am glad to see that we continue to agree on the need
for an NSC-led effort to stop the loss of sensitive scientific
and technical information to the USSR and its allies.
The Senior Interagency Group on the Transfer of Strategic
Technology is the appropriate, established interagency body to
handle this issue. I have asked Assistant Secretary Richard
Perle to propose to Bud McFarlane that he assign this problem
to the SIG immediately. I am sure you agree that we want
to move rapidly on this pressing problem.
