W Declassified and Approved For Release 2012/03/14: CIA-RDP92B00181 R001901730050-5 THE WHITE HOUSE WASHINGTON Dear Jim: As a follow on to his State of the Union Address, the President would like for you to-travel as soon as possible to appropriate foreign capitals as his personal emissary and meet with senior officials to discuss potential international cooperation on the U.S. Manned Space Station Program. Please use the attached Terms of Reference both during and following your visits. Our objective will be to agree upon a framework for collabo- ration on this program during the London Summit in June 1984. Please work closely with the Department of State during your preparations for the visits and in finalizing your results. The President believes that this program and other space initiatives can be used as a very important instrument of our foreign policy in the years ahead. Sincerely, Robert C. I Declassified and Approved For Release 2012/03/14: CIA-RDP92B00181 R001901730050-5 INTERNATIONAL COOPERATION ON THE U.S. SPACE STATION PROGRAM Terms of Reference The NASA Administrator, in coordination with other. agencies, will take appropriate measures to implement those portions of the State of the Union Address delivered by the President on January 25, 1984, concerning international cooperation on the U.S. Manned Space Station Program. 7. As the President's emissary, the NASA Administrator will meet with senior officials from friendly foreign governments as the first step in carrying out the President's direction. In his discussions with foreign officials, the Adminis- trator should: -- Explain NASA's current plans for development of a permanently manned Space Station, with emphasis on expected capabilities, modular design, anticipated availability and relationship with the President's overall civil and commercial space program. -- Assess the extent of foreign interest in program participation. The assessment should include the level of overall interest, the expected benefits to be achieved, and the foreign resource contributions that might be forthcoming. During discussions with foreign officials, the Adminis- trator should avoid making specific commitments regarding the details of cooperation until.other U.S. Government agencies have had'the opportunity to review the implications. Following these meetings, the NASA Administrator will report to the President on the results of his discussions. NASA will then take the lead in preparing a report dealing with international cooperation on the Space Station program. Other U.S. Government agencies will be invited to participate in the report's preparation. The report will outline various objectives and approaches for international cooperation, along with safeguards for precluding unwarranted technology transfer.
