Please use the attached Terms of Reference as a basis for your.visits and immediate follow-.on actions. Our objective will be to agree upon a framework for collabo- ration on this program which could be announced at the London Summit in June 1984. Please work closely with the Department of State during your preparations, during the visits, and in finalizing your results. The President believes that this program and other space initiatives can be used as a very important instrument of our foreign policy in the years ahead. Sincerely, Ro ert C McFarlane Attachment Terms of Reference - .-Administrator 14ationa-l 'Aeronautics and Space Administration Washington, D.C. 20546 Declassified and Approved For Release 2013/04/24: CIA-RDP92B00181 R002000020001-6 Declassified and Approved For Release 2013/04/24: CIA-RDP92B00181 R002000020001-6 INTERNATIONAL-COOPERATION ON THE U.S. SPACE STATION PROGRAM Terms of Reference The NASA Administrator, in coordination with the Depart- ment of State and other agencies, will propose measures required to implement those portions of the State of the Union Address delivered by the President on January 25, 1984, con- cerning international cooperation on the U.S. Manned Space Station Program. As the President's emissary, the NASA Administrator will meet with senior officials from friendly foreign governments as an initial step in carrying out the President's direction. In his discussions with foreign officials, the Adminis- trator .-should r -- Explain NASA's current plans for development of a permanently manned Space Station, with emphasis on expected capabilities, modular design, anticipated availability and relationship with the President's overall civil and commercial. space program -- Assess the extent of foreign interest in program participation. The assessment should-include the level of overall interest, the expected benefits to be achieved, and the foreign resource contributions that might be forthcoming. During discussions with foreign officials, the Adminis- trator should avoid making specific commitments regarding international cooperation until other U.S. Government agencies have had the opportunity to review the implications. NASA will then take the lead, with the support of the Department of State, in preparing a report on approaches to international cooperation on the Space Station program.. The Department of State, Department of Commerce, Department of Defense, the Director of Central Intelligence and other appro- priate U.S.. Government agencies will participate in the report's preparation. -The-report'?wili''outline various objectives and- approaches?for international?cooperation, including those related to technology transfer and insuring consistency with overall U.S. foreign policy. The report will be presented to the SIG(Space) members for review and comment. This report will be completed by April 2, 1984, and will be presented to.the President in order that he may define the framework for :international collaboration on'the Space Station - program. which can. be -formally: proposed and agreed upon at.?the .
