50X1 Declassified in Part - Sanitized Copy Approved for Release 2014/01/06: CIA-RDP92601090R000200010032-3 CV' ECONOMIC INTELLIGENCE COMMITTEE Control Noa 491 133 MC -D-381 10 July 1959 MEMORANDUM FOR: EIC Representatives of the USIB Agencies SUBJECT: REFERENCES: USIB - SIC Communications Vulnerability Study IQ At its 30 June meeting (Ref. an) the USIB directed the Scientific Intelligence Committee (SIC), in collaboration with the Economic Intelligence Committee, to prepare the subject study (Ref. b. )0 The Chairman of the SIC has indicated his intent to appoint an ad hoc Working Group to carry out the Intelligence Board's directions as corramed in Reference a, and has invited the EIC to appoint a representative to this Working Group. 20 It is proposed that this EIC Representative to the SIC ad hoc Working Group also act as Chairman of an MC ad hoc Working Group to be composed of individuals from depart:merits aria aToincies which expect to participate in the preparation of an MC contribution to the study, 3, The EIC will have an opportunity to review the SIC ad hoc Working Group's responses to the Intelligence Board as olitlinerraraer- ease a:. and,, with respect to the intelligence aspects, will review the completed Communications Vulnerability study prior to its submission to the Board. ? 4. Any USIB agency which so desires may designate a member of the MC ad hoc Working Group, It is suggested that such designations be limited to ttase agencies which expect to make a direct contribution to the study. The classification of the study will necessarily be at the Special Intelligence level.
