SUBJECT: Electronics and Telecommunications Sub-
committee Terms of Reference
11 Attached are the draft terms of reference for the EIC
'Subcommittee on Electronics and Telecommunications. They were
approved by the Subcommittee on 26 November 19584.
2. Please review these terms of reference and the
attachment thereto and. advise the Secretariat
of your comments and/or approval by 23 January 1959.

C. Foactions
1. As the standing interagency economic intelligence
group of professional and technical personnel in the field, of
electronics end telecom:a/imitations, the Subcommittee shall
perform the following minimmftactions:
(a) With the /Wanes of current Priority National
Economic intelligence Objectives, identify significant research
ami collection deficiencies in its field of responsibility and;
(b) Develop and report not less than annually to the
RIC ways in which these recognised research deficiencies could
be, or are being, corrected and ways in uhich improvements
could be, or are being, made in coonemic intelligence collection
regain:wants amd in the distribution and processing of ec000sio
intelligence information.
(c) Facilitate review of proposals for external
research contracts in its field in accordance with thegvisions
oftiCID 3/1 using the procedures adopted by. the BIC. ?
EMC-D-112/1, 5 June 1958, Procedures for BIC Rewiew of Propane&
US Governmental External Economic Research Contracts Involving
More Than $5,000.;
(d) Produce, on its own initiative (with RIC approval),
or when directed by the EIC, interdepartmental ecumenic
- intelligence on subjects in its field which tramminnithe
cmapetence of a single department or *agency.
(e) Arrange on /to own initiative, or when directed
by the EIC, for the coordination of individual agency reports
deeded of sufficient national security importance to warrant
the solicitation of centre:me& from the representatives on

(a) Assist or advise agencies in the prove:atm of
research in order to minimize duplication and assure as effective
a distribution of research effort as is practical in view of
each agency's responsibilities.
(b) Provide an Opportunity for the review and scewlson
of methodologies utilized in research in the field covered by the
Subcommittee.
(c) Provide an opportmnity, where appropriate and
practical, of obtaining closer agreement on selected basic
statistics within the field of competence of each SUbcommittee..
(d) Bring to the attention ef the EIC current problems
and requinuneats for coordinated research Which are recognized
by. the members of the Subcommittees,
D. Operating Procedures'
The Subcommittee ehall establish its own operating procedures
subject te the follewing comditions:
1. It shall meet in formal session at least once each
fiscal year to prepare and approve its Annual Report to the EXC.'
The Annual Report will be responsive to the request of the El=
Secretariat and will cover the activities of the Subeansittee
in fulfilling its mission as outlined in C. above. The Sub-
committee will schedule other meetings as required to fulfill its
missions.
2. The Subcommittee Secretariat shall provide all members
of the SIC, the Smbcomedttee, and the RIC Secretariat with Spies
of the Agenda and Minutes of its meetinge.
3. Reports and recommendatiove which have been approved
by. the Subcommittee maybe transmitted to the BIC withcat comment.
In case of dissent, the trismsmittal must be accompanied by an
appropriate statement, prepared by the dissenterke), advising the
BIC of the mature and subctattee of the dinaent.
