On 27 May the Brazilian commercial mission to Moscow signed two protocols to the 1959 Brazilian-Soviet trade agreement. The new agree- ments contain regulations defining the activities of the permanent trade missions to be established in the respective capitals and also provide easier credit terms for the sale of Soviet equipment in Brazil. The USSR has offered economic assistance to Pakistan in return for Pakistan's withdrawal from "anti-Soviet" pacts. This is the first occa- sion in which political conditions have been publicly attached to Soviet offers of aid to Pakistan. In late May a shipment of Soviet arms arrived in Guinea. The ma- teriel reportedly included five tanks, a number of amphibious vehicles, artillery, and small arms. Czechoslovakia has agreed to extend to Mali three credits totaling nearly $12. 5 million to be used for building factories, purchasing air- planes, and training Malian pilots. About 20 Czechoslovak civil aviation technicians have arrived in Mali to operate airfields presently manned by French military personnel whose evacuation had been requested by Mali. Further negotiations be- tween Mali and France are in progress, however, and the Czechoslovaks are waiting until the situation is clarified. Although it was not empowered to enter into any economic agreements, the mission apparently laid the groundwork for the subsequent negotiation of formal agreements with Bloc countries. On 12 June Togo signed a general trade agreement with the USSR. .Early in May, agreement was also reached between Togo and Poland on the establishment of trade missions in both countries. The Indonesian Government has announced that it will sent lOQ oil technicians to foreign countries for training, and the USSR has appar- ently offered to accept the entire group for training at Baku.
