This project was initially scheduled under the 1957 Soviet aid agreement. No decision on the offer has yet been made. Sixteen surface-to-air missiles scheduled for delivery to Iraq in 1962 arrived at the end of October. Launchers, radar, tracked prime movers, and generators had been delivered earlier. The UAR has been engaged in negotiations with several Bloc coun- tries aimed at expanding trade and obtaining additional economic assist- ance. Agreement has been reached on a Hungarian line of credit valued at $23 million, and further discussions are to be held on a Czechoslovak credit of $69 million. The Soviet-built radio station in Conakry, which was completed in September, apparently is ineffective. Although Soviet technicians re- late the poor reception to interference from closely competing frequen- cies used in neighboring countries, there is evidence that the difficulty is due more to the location of the transmitters and antennas. Rumania is to provide equipment and technical assistance for the development of Burma's petroleum industry. Two Rumanian experts are to begin a survey of Burma's requirements before the end of the year. Burmese production of crude petroleum is inadequate for domestic needs, and Burma may be forced to increase its imports in the next year or so.
