The contract reportedly does not call for payment in the products of the facility. Algeria and the USSR, signed their first long-term trade agreement on 4 November. Protocol stipulations for 1964 envision that total trade for the year will amount to $20 million. The UAR, Cuba, and the USSR have delivered. sizable quantities of Bloc equipment to Algeria since the onset of its conflict with Morocco on 8 October. Tanks, heavy ground equipment, and aircraft were in- cluded in the cargoes of the seven vessels involved, only one of which was Soviet. The equipment delivered by the UAR and Cuba probably was sent with Soviet approval. The Somali Government has reconfirmed its decision to accept the Soviet offer of military assistance, which is now valued at $42 million. Soviet deliveries probably will include armor, heavy artillery, anti- aircraft weapons, patrol ships, and aircraft. The number of Somali military trainees undergoing training in the USSR has now reached about 210, with more personnel scheduled to go in the near future. A new 5-year trade agreement between India and Czechoslovakia provides for a doubling of trade between the two countries by 1968. In addition, Czechoslovakia has offered India a credit of $50 million with the possibility of increasing this amount to $100 million.
