1. The minutes of 22 September 1961 (COMDR M-47) were
approved. subject to. the following corrections;
a. Delete the C /A codewords which do not apply.
b. Add to the reference in the caption to paragraph
3 - CONTOR-D-~-7/3.
The COMDR also approved C01~10R-M-4S subject
to the addition of the name of Cdr< H. D.~ Myl'es, ONI, among the

2e The. COMDR had a preliminary discussion of the reference
paper as well as the NSA cnmments previously distributed to the mem-
bers as 21 September 1961, .it having been agreed by 50X1
General Gabell and General Breitweiser .that such discussion might
usefully proceed. The Committee agreed .to .take into account the data
and the argume~.t pre.sented.at the meeting9 to study the matter further,
and to try to reach. a solution to the problem at the next meeting.
Ready Condition for U-2 ELINT Equipment (References COMDR-D-50,

3. Intel/DPD, explained that, System VI is a normal 50X1
complement of any U-2 hoto recce missions. and .therefo.re is always in
a ready condition. OSI, after consideration felt that System 50X1
IV was not a major concern of Dr, Scoville but rather S stem VII a
system which, had been used 50X1
missions and. with which at the same time. hotographic equipment could
not be carried (except for. tracker). indicated that there. is 50X1
only one System VTI available. The. Committee recommended that the
System VII equipment should be kept in.a ready condition, although. it
recognized that one could not at this time foretell the circumstances .in
which .it might be used because of factors bearing upon the base from which
it would be flown in any case and .the problem of seeking approval. Note
was taken of the fact that the Collection Priorities Committee had, earlier
recommended, (subsequently approved by .the United States Intelli ence
Boar. d) that System VII be used peripherally 50X1

Union. He noted that different. agencies were. producing. different answers
to .this sort of question with. resultant confusion. The Advisory- Committee
to NPIC was planning9: he. said,, to. examine whether the. agencies could
agree on c.riter.ia which each might apply .in. answering .this sort of question.
Mr, Wiedemann9 State, considered that the acquisition of agreed statistics
on this uestion was. im octant. On behalf cif~:the Committee. the. Chair re-
quested to keep the COMDR apprised of the. NPIC Advisory 50X1
Committeers findings on this question.so that the. COMDR. might make known
its. views if indeed it had any.
