1. COMOR minutes 43, 44, and 45 (24 and 30 August and
5 Sept6mber 1961) were approved subject to the addition to paragraph 1
of M-LA as follows: "NSA does not express a view either for or against
the prdposal to change from an ARGON to a CORONA mission."

2. The Gdrnmittee briefly discussed COMOR-D-47/1, a
compilation of the contributions of the various members in pursuance
of the agreements reached in COMOR-M-44, paragraph 3. It was under-
stood that each member would immediately review the listing and report
any required changes in Tabs B, C, and D.

3. The Committee discussed Tab A by way of examining a
justification draft submitted by Mr. Tidwell

agreed that a drafting session would meet in the Chairman's office at
2:30 p.m. the same day.

4. The COMOR approved the application of the TALENT
Control Manual provisions_for sealed packages to KH materials.
5. In response to an inquiry from the Chairman, the Army,
Navy, and Air Force indicated their preliminary, view that this decision
to perMit the inclusion of KH materials in sealed packages would not
have the effect of extensively increased .needs for T-KH billets.
