Recoverage of Cuba
1. The Navy member presented a paper (NT-000186, 16 August)
requesting the recoverage of Cuba prior to the end of the month of August.
The principal justification lies in the need for information regarding possible
military developments in the vicinity of the Guantanamo Naval Base which
bears upon the security of that base, circumstances surrounding Havana
which would be relevant to emergency evacuation of American personnel
from Cuba, and on the receipt and deployment of MIG aircraft.
2. The COMOR recommends that the proposed coverage be
obtained, such coverage to include, where feasible other targets submitted
by the Navy as well as other targets to be submitted by other members to
the Chairman's office not later than the close of business on Friday,
18 August. It is understood that future coverage will be the subject of
special consideration by the COMOR at such time as the matter is raised
by a member of COMOR.

Photographic Coverage of Hainan Island (Ref: NT-000183, 15 August)
3. In the reference memorandum the Navy representative
recommended that TALENT coverage be obtained on the targets re-
quired on Communist China and North Vietnam with first priority to
the South China island and North Vietnam but with advantage being
taken of good weather over any of the targets in China as it appears.
Navy requested the COMOR to continue to press for approval of over-
flight of Hainan Island.
4. The COMOR postponed consideration of this proposal
pending a report on the accomplished but not yet reported recent cover-
age of North Vietnam which appears to have included good peripheral
coverage of parts of Hainan Island.
