T-KH(RUFF) Coverage of North Vietnam and South China (RCI-T-76-61)
1. The meeting was called on short notice at the request of
the State Department which wished to present an alternate proposal to
U-2 coverage of North Vietnam and South China (see COMOR-D-2/5).
In essence the proposal was that these areas be added to COMOR's highest
priority list and that they be included in the late July KH mission (State's
memo issued for reference as COMOR-D-2/6). The State Department
requested that there be preliminary discussion of this subject at this meet-
ing (which took place) and be considered at the next meeting which is
scheduled for Monday, 10 July, which would provide an opportunity for
the members to discuss the matter in their respective agencies.

FLASH Reports on T-KH (RUFF) Readout
2. Colonel Winterbottom expressed regret that the ICBM and
MRBM findings in 9017 were delayed for issuance until the second OAK
report issued on Tuesday when some of this data had already been identified
on Sunday. After thisanatter was discussed it was agreed to reach a con-
clusion at the next meeting after there had been some time for reflection.
Revised Highest Priority Requirements for KH Readout

3. The Chairman reported that working group 50X1
had prepared a revision of the priority requirements for guidance of the
PIs in handling the next KH mission which would reach them on Monday,
10 July. A copy has already been forwarded to so that NPIC 50X1
could move ahead on its preparations since these take some time, pending
the approval of the COMOR which the Chairman said he would like to obtain
on 10 July.
