1, The COMOR approved the Minutes-M-28, 29, 30,
and 31 of 25 May, 1, 5, and .9 June respectively, subject to the amend-
ment that among those present listed in COMOR-M-29 and again in
paragraph 2, Maj. H. C. Howard should be cited as SAF-MS rather
than AFCIN.
Hai-idling of TALENT-KEYHOLE Photography (RUFF) in Preliminary
Phase
2. The Committee reviewed existing priorities for repro-
duction and dissemination of T-KH (RUFF) duplicate materials.. The

order of priority as listed in COMOR-M-3-KH (23 August 1960,
paragraph 2)the COMOR confirmed, noting the addition of
for participation in KH materials, proposed that
Group III (5 DPs for NPIC for joint participation) be moved to
Group II (certain copies .:for SAC and AFIC) because of the needs
for preliminary readout under present organization at NPIC. The
Air Force and JCS preferred not to make this change. It was
agreed that the existing priority order remain. COMOR will re-examine
this question after this current readout.
3. The COMOR also confirmed as applicable to OAK
materials the agreement reached (COMOR-D-4, 23 August 1960,
paragraph 4) as guidelines in the initial phases of readout.
4. For the convenience of the members, the substance
referred to in the two foregoing paragraphs is issued as COMOR-D-4/1.
Proposals for Further Downgrading on Communist China and Indochina
(Reference COMOR-D-22/8, TCS 9376-61)
5. The COMOR approved the draft set forth in COMOR-D-
22/8 with the addition of Tibet as an area which should also be included
in downgrading

China, The Chairman said that he would revise the the paper to make
this adjustment.
Downgrading of Photo Map Products
6. The Department of State inquired whether it would be
possible to downgrade the photo maps currently be,ing produced by the
Army-CIA project. He indicated consideration was urged because of
the physical handling requirements that would be imposed on the State
Department in the event that no downgrading would be feasible at this
time. The Chairman promised that within a week the draft paper on
this subject would be distributed for consideration at an early date.
