1. The approval of the minutes (M-11) was postponed.

DOD Briefing of Approved Theater Commands on T-KH
2. Colonel Herrington, JCS, reported that in pursuance of
the billet approvals for the theater commands, briefing teams ten days
ago had gone to the field for indoctrination and briefing. Commands
briefed included EUCOM, USAREUR, CINCNELM, CINCNAVEUR,
SHAPE, COMSIXTHFLT, FICEUR, USAFE, CINCPAC, CINCPACFLT,
COMSEVENTHFLT, COMNAVFORJAP, FICPAC a.nd ITSARPAC.

3. As a matter of information it was agreed that the Chairman
would issue a list of names of those thus briefed and include CIA personnel

so that the participating agencies could have some idea 50X1
of what officers in these commands were privy to T-KH information.
Unidentified but Suspicious-Looking Installation in Cuba (Reference COMOR-
M-ll,
.paragraph 3)
4. As_ a result of further study of. the existing photog-raphy on
the- unidentified but highly suspicious-looking installation in Cuba discussed
at the previous meeting, the following conclusions were reached:
a. There can be no improvement in our
capability to see into the shadows until photography can
be obtained with a higher sun angle, at least six to eight
weeks hence.
b. USAF/AFIC has concluded that they do not
expect rapid changes in the construction of the installation
and, therefore, see no immediate urgency for photographic
recoverage, particularly since the sun angle is not suitable
at this time.
c. This question will be returned to the agenda
when the circumstances warrant consideration.
Proposal for an "OXY" type report on ZEBUB Materials
5. The Air Force representative proposed that in the future
if there are any new ZEBUB materials, an "OXY" type report be dis-
seminated in order to permit more ready access for TAC and other units
which are urgently in need of the information for planning purposes. The
Navy representative strongly supported this view.
6. Discussion of this proposal revealed that under the existing
sanitization procedures already provided for the release of ZEBUB ma-
terial on a SECRET basis, critical materials from earlier. ZEBUB mis-
sions had been properly distributed to those who neededthem. The purpose,
therefore, was to provide for future dissemination on .a more timely basis.

7. The Chairman stated that he would discuss the matter with
the Air Force and CIA/PIC to see whether some satisfactory formula
could be devised which might be approved at higher levels.
T-KH Requirements:

8. The COMOR agreed with the area requirements as set forth
in the oral re ort by for his working group and as amended 50X1
by Intelligence Officer, DPD. In essence it is proposed that: 50X1
a. The camera be turned on prior to entry of the
USSR in the North, and turned off after exit from the USSR
on all daylight passes on all four days extending from the
Eastern European Satellites (10?E longitude) to approximately
the Ural Mountain Range (70?E longitude);
b. The camera be turned on and off so as to cover
the area from 75?E longitude to 140?E longitude and between
60? N and 50?N latitude; and in addition
c. The camera should be on over Dickson 80?E
and Tiksi 129?E latitude.
It was further understood that in the event a decision was made at the
end of the second day to bring the satellite down after the third day, the ex-
cess film (resulting from this foreshortening of tIT---e program) would be
utilized over far?eastern Russia.
Requirements for Indochina:
9. It was the view of the COMOR that there did not exist justi-
fication at this time for recoverage of Indochina.
10. In connection with this discussion, Colonel Boucher, Army,
expressed concern that he was in need of graphic materials from Missions
3023, 3025, and 3026. The Chairman stated that he would look into the
matter and subsequently report to Colonel Boucher and arrange to obtain
the desired materials promptly.

Chairman indicated that he wished to review developments under the
approved procedure and to ascertain whether any amendments are
required. He requested the Air Force, which serves as executive
agent for the DOD in regard to to provide
a list of the SAM sites released and the dates of the release of such
information.
