1. The COMOR approved COMOR-D-15 as amended. It is
issued in its final form as COMOR-D-15/1.

3. It was the view of COMOR that photography over Cuba should
be the subject of COMOR consideration in regard to handling procedures,
preliminary interpretation, reporting, and presentation of requirements.
4. The Committee strongly recommended that the classification
be SECRET NO FORN SPECIAL HA. NDLING REQUIRED in order to permit
the full utilization of the material by those who needed it but who were not in
the TALENT System. The Chairman said that he doubted that the COMOR
wishes on security handling were feasible in view of the sensitivity of the
collection, but that he would report the view to his superiors. If the recom-
mendation for SECRET classification were not acceptable, the Committee
recommended at least that photographic prints at the SECRET NO FORN
level should be mleasable as SECRET NO FORN SPECIAL HANDLING
REQUIRED (the original negative and-all rolled duplicate materials remain-
ing in the TALENT System).
5. The COMOR further recommended that a joint preliminary PI
report be prepared and released .in .a. sanitized form comparable to the OXY
reports on the Middle East, Indo-China, Tibet, and Communist China at the
TOP SECRET NO FORN level. It was recognized that information on certain
operational requirements might have to be excluded from such a report.

arrived and, if further efforts were feasible, he would establish arrange-
ments to ensure the inclusion of COMOR requirements which would be
covered as operationally feasible.
