This will confirm COMOR .action taken on 8 October approving
the downgrading of LUCKY DRAGON photography
for use in National Intelligence Studies.
The downgrading is from "SECRET NOT RELEASABLE TO FOREIGN
NATIONALS" to "CONFIDENTIAL NOT RELEASABLE TO FOREIGN
NATIONALS" (CONFIDENTIAL NO FOREIGN DISSEMINATION), It
is noted that all photographic marginal data will be removed prior to
publication so that source and date of the photography will not appear.
