1. This office has recently signed off on a backcog of
requests for T and KH billets. I wish to apologize for any
onvenieence the delay may have caused, and at the same time I

an opportunity to consider U$IB-D-41. 12/11, especially
COMOR-D-7/29 and related "relaxation vs. control" questions
that are pending its attention.
