1. DIA has suggested revisions to the draft memorandum
sent on 3 February as COMOR-D-22/58. The attached revision indi-
cates deletions from the previous memorandum and the additions
proposed by DIA.

2. It is felt that the proposed changes make the memorandum
more precise, and the recommendations which were omitted from the
