DRAFT PRINCIPLES FOR SECURITY SYSTEM
1. Purpose,
a. A control system which will afford maximum security protection of
the specified source while providing for the optimum controlled exploita-
tion of the collected material,
2. Definition.
a, For purposes of identification this will be known as the "TALENT
CONTROL SYSTEM (Confidential)." Indicator nicknames, subject to change,
may be utilized to identify types of categories of material.
3. Organizational Concept,
a, The acceptance of TALENT CONTROL SYSTEM (Confidential) pro-
cedures will be prerequisite for any U. S. Government Department or Agency
to receive or possess material placed under such control by the Director of
Central Intelligence. The TALENT CONTROL SYSTEM (Confidential) will
prescribe standards for housing and transmission of materials and for
clearance of personnel for access to materials, such standards to be generally
comparable to COMINT standards. Access to TALENT materials will be on
a need to know basis and only on authorization of the DCI, a list of personnel
with access to be maintained by CIA.
b. The Director of Central Intelligence reserves the right to inspect the
facilities, personnel dossiers and procedures of any agency authorized to
receive or possess such materials.
c, The TALENT CONTROL SYSTEM (Confidential) will normally operate
under the direct supervision of the Senior Intelligence Officer of the department
