COMINT/ELINT Annex
1. a. In addition to the sanitization policies and procedures
contained in Section VII of the TALENT Manual, pertaining to photography,
cartographic materials, intelligence reports, and like documents, the
"Special" and "Emergency" usage. provisions of.DCID 6/3, Subject:
'!.Communications Intelligence Regulations", will apply to all communications
intelligence information considered for non-,codeword usage.
b. Paragraphs 28-30 prescribe who may authorize, and
under what conditions, the non-codeword use of Category III and Category II
materials under the "Special Usage" provision of DCID. 6/3.
c. Paragraphs 31-34 set forth the authorization and
procedures for the dissemination. and non.-codeword use of such materials
under, the "Emergency Usage" provision of.DCID 6/3.
d. Paragraphs 36-37 prescribe the degree of protection
required. of information related to COMINT or COMINT activities, in
distinctionto the COMINT product itself.
2. As ELINT materials do not receive codeword protection,
broadly speaking,. the procedures for security classification of ELINT are
those stated in DOD Directive Number 5.200. 1, dated 8 July 1957. However,
when. ELINT information is combined with other information,, the combination
will be classified and protected according. to the. most highly classified and
highly protected information used. For example,. when TOP SECRET FLINT
and SECRET Category II COMINT are combined, the classification will be
TOP SECRET and the Category III codeword will be used. In such cases, the
provisions of DCID 6/3 will apply when combined materials are considered
for non-codeword usage, and dissemination to non-indoctrinated persons.
