I concur in your preliminary conclusion that management of the URPICS by the Agency, and specifically by DPD in Headquarters, is the plan most likely to assure responsiveness to requirements, particularly urgent ones. and to assure adequacy of physical facilities and equipment. recall quite clearly, however, that when the URPICS were initially set up there were quite strong feelings in the Air Force that this was Air Force business. Consequently, I would not wish* to appear to the Air Force that the Agency is reopening this question on its own initiative. Reference memorandum states that thie most recent proposal for Agency management originated with AMIN. and I should like the proposal to proceed along that line. If the AFCIN people are willing to make a suggestion to General Walsh that we take over the running of the URPICS, then I think we should be prepared to respond favorably to such a request from General Walsh if he should be inclined to make it. Only if we can proceed in this manner do I concur in the recommendation made in paragraphs 6 and 7 of reference memorandum. 2.
