Colonel Macia pointed out that yesterday General Lewis had submitted some requirements directly to General Cabell with regard to the Middle East area. He stated that he was not putting this into regular channels by turning the matter over to the Air Force PARAMOUNT representative. Measures for Im rovement in the USAFE 0 eration at Wiesbaden 2. Colonel Macia emphasized the importance of reducing delays in the handling of materials received from overflights in the Mediterranean area in the current crisis, the Chairman having indicated that it was the Agency's intention to conduct these on a daily basis pending further decision. These matters were reviewed in four categories; the action to be taken is listed at each pertinent point: a. EApeditious Delivery of raw Materials to Processin . The Chairman took the responsibility to check into this and to request Operations to make expeditious delivery. Colonel Macia indicated that Air Force support in transportation from Adana to Wiesbaden might qe arranged if necessary. b. Processing. Delays in processing were identified at the moment as principally relating to the amount of film which is exposed over areas of no importance in terms of requirements. The Chairman undertook to request Operations to expose film only over requirements targets. Beyond this, the Air Force representative undertook to identify local processing problems and to deal with them as necessary. c. Photo-Interpretation. It was agreed that within additional space to be provided by Colonel Aogers at the present site of PI work at Euro ean Photo Interpretation Center (EPIC) would be established. 50X1 50X1 IITYIU reports should contain footnotes indicating any fundamental disagreement in interpretation. These reports, 50X1 stated as concisely as possible, should be responsive to PARAMOUNT requirements and transmitted over the AQUATONE commo link Which is currently being used for reports to PARAMOUNT. This joint center will include CINCUSAREUR and CINCUSAFE representatives. In so far as the Air Force finds the supply of PIls to be insufficient. They will assign additional personnel or bring the matter to the attention of the participating agencies. d. Communications. Colonel Macia called attention of the Committee to the fact that no alarm should be taken if flash reports at significant indications intelligence(possibly excerpts from the HTPIC PI reports) were disseminated through the Air Force indications systems by way of its "exclusive use" facility which would, within little more than half an hour, provide such significant reports to the unified commands and component commands in the theatre and in the ZI to the USAF Indications Center, thence to the National Indications Center, and thence to the NIC members, further distri- bution within each agency thereafter liping its own determination. 50X1 Declassified in Part - Sanitized Copy Approved for Release 2013/09/03 : CIA-RDP92B01090R002600010014-4 Declassified in Part - Sanitized Copy Approved for Release 2013/09/03 : CIA-RDP92B011090R002600010014-4 50)(1 Now -2- 3. The Chairman undertook to check into the matter of possible delays in the AQUATONE operations commo link in transmitting PI reports. 4. The Army member called attention to the fact that Pilot Interrogation Reports had not been available, and the Chairman undertook to investigate this matter. 5. The Chairman undertook to make arrangements which would a. Provide participating agencies with up-to-date information regarding the status of materials being procured, their development, and their inter- pretation; and b. Work out with Operations some method whereby HTPIC and PARAMOUNT Committee would be informed of the AQUATONE instructions in terms of targets to be covered and whereby HTPIC would be informed of the PARAMOUNT requirements to be met from the AQUATONE Operations instruction.
