Use of CHALICE Photography for Geodetic Control Purposes
1. In reviewing Mr. Bissell's memorandum of 30 January 1959, I
gather that some misunderstanding exists regarding Mr. Lundahl's
reasons for re-referring this matter to Mr. Bissell. In his memor-
andum dated 15 December 1958 (TCS 4165--58) Mr. Bissell posed
several questions pertaining to the Aeronautical Chart and Information
Center's letter of 18 April (TCS 4118-58) and CIA/PIC's proposals.
In retrospect, Mr. Lundahl's purpose in returning this file to Mr.
Bissell was (1) to clarify these points and questions, and (2) to advise
Mr. Bissell of progress that has been made on this matter since
receipt of the initial request.

2. To eliminate the possibility of this file being returned to Mr. Bissell,
I have requested CIA/PIC (thru Mr. PIC's action officer
on this matter) to refer any further questions involving policy on the
ACIC problem direct to you and any items concerning technical
aspects to either myself or
3. I have attached a draft of a proposed reply to Mr. Lundahl's memor-
andum. The contents of this draft were discussed with Messrs.=
(CIA/PIC representatives) and has been coordinated with
R & D, Contracts, and Security.
4. Recommend attached draft be finalized for your signature and forwarded
with attached "voluminous file" to PIC.
