The attached draft paper was prepared for discussion for the
UAB-ARC, in pursuance of the commitment of the Chairman ARC to
prepare a paper of argument exploring the pros and cons bearing upon
release of TALENT photography as requested by Admiral Burke. It
will be discussed at an early meeting of the UAB-ARC.
