Memo for the record
From
1. At the suggestion of Mr. Reber, we are adopting the practice of
making daily notes of the discussions with DIA re Cuba targets.
2. recommendations for 22 November missions were as follows:
Matanzas Port, where large freighter had been
noted in BK
Havana Port, clearly the most active of the ports
in Cuba.
(Both CIA & DIA have persistently asked for low
coverage of this target, but the request has
been turned down by higher authority)

-We requested high-level coverage on the following ports:
Havana
Mariel
Santiago de Cuba
Casilda
Casilda Staging Area
Cardenas
Baracoa
Caibarien
La Isabella
Z+. I explained to DIA, that our transportation people expected
a large influx of s pp ng during the current week but were uncertain
about which ports of entry should be targeted. Accordingly, I suggested
that during 22-28 November we recommend systematic high-level coverage
of the larger ports targeting for low-level coverage as port activity
dictated. agreed, added our recommended targets to his list,
and concurred in my suggested approach to coverage of ports.

5. The other its on our agreed list included San Julian and Holguin
airfields, standard items during the past week, and 6 targets of
military interest, selected by DIA from a list which they are trying
to survey systematically.
6. As has been the case during the past :L0 days, there was complete
agreement on the kinds of targets that should have rio ity billing.
