MEMORANDUM FOR: Committee on Overhead Reconnaissance
SUBJECT: Requirements for the First Mission
1. The attached paper was approved by the COMOR
at its meeting on 31 January. COMOR's findings as expressed
in this paper, along with the targets, was made available imme-
diately to Operations in OSA/DDR/CIA which has the responsibility
for programming.
2. The attachment to the letter to the D/NRO lists the
targets. Because of a shortage of copies and because that list is
not needed by some of the COMDR regular addressees, not all
will receive that attachment.
