that a pilot model of the system be established
so an actual test of its feasibility could
be conducted while further study was being given to
technical and procnchval matters. TAis was approved

On 27 Tuity 1959 the Planning Group reported to the 25X1A
Deputy Dec30s that results from the test
showed clearly thair the system is feasible. From
a technicell point of view, the system worked well and
could be made to Ivor% even better. Effective counter
meastwes had been developed for the potential security
threat dJooee An th PlenowAter. And the various
procedural questions connected with the system all
aPPeaxed susceptible of solution. The opinion was
expessedi ta3 any wf,r;e., scale adoption of
the system should await the development a input

present Flex writer and Teletype machines. Such equip-

extending KW-26 automatic on-line encrypUon facilities to
overseas areas. Three field locations now have KW-26's
and 7 others will have them by summer0 number of other
locations will be added to the group as equipment becomes
available. This program, by greatly increasing the electrical
communicating facilities of the Agency, has important long-
range significance for the system.

also expect to submit within the next six months a comprehensive report
covering other activities of the Group in addition to its work with
