SUBJECT : Planning Committee on Communications
REFERENCE : Memorandum for SA/PD/DCI, dated 26 November
1958, same subject.
I have neither authority nor desire to tell this distinguished Committee
how it should conduct its affairs and I suppose a series of briefings on
present and prospective communications systems is as good a way to start
as any other. I would remind you, however, that it was agreed by all the
Deputies that the Committee's first task should be to examine the need for
the present volume of various types of communications and to study means
of reducing that volume; not merely to save communications cost but because
far too many valuable man hours are spent writing them and because this
Headquarters is swamped with an excessive flow of words from the field.
I ask that you exert your influence to the maximum to focus the Committee's
attention on this problem.
