UTILIZATION ADVISORY BOARD
SANIT ZATION.MANUAL
1. General Policy
The general policy of the Utilization Advisory Board is to encourage
and find ways for the maximum use of TALENT materials consistent with
the preservation of the security of the sources of these materials and
the highest national interest of the United States.
II. Purpose
The purpose of this manual is to set out the principles governing
the sanitization of TALENT derived information and TALENT materials for
use outside the TALENT Control System whenever such use is necessary
in the national interest.
III. Sanitization Policy
The following principles govern the sanitization of TALENT materials
for use outside of the system:
a. No single system or method will be used for the sanitization
of TALENT materials. Instead, as many different ways as possible
will be used to sanitize TALENT materials in order that unauthor-
ized disclosure that one method is used for sanitization will not
jeopardize other methods and thereby reveal the extent of US

intelligence success.

b. TALENT materials will never be disseminated or used outside
of the TALENT Control System in their original state except in
unusual cases where specific authorization is granted by the DCI
or in emergency cases as provided in paragraph of the TALENT
Manual.
c. Exploitation of TALENT materials will be carried out
within the TALENT Control System to the maximum degree possible
at the Washington level. Exploitation within the system below
this level will generally be restricted to the level of Major
Commands.
d. Processes for extracting information from TALENT materials
for use outside the Control System must leave no evidence or
indication of the origin of the information.
e. Sanitization will be carried out by TALENT cleared persons
only.
f. Each process for the sanitization of TALENT derived
information will ensure that the actual change from TALENT form

and substance to sanitized form and substance takes place inside
the TALENT Control System.
g. The sanitization of TALENT materials themselves, as opposed
to information derived therefrom, will take place only when the
sanitized material can be attributed to some other appropriate
source. Furthermore, the materials will be sanitized in such a way

TAI& T cleared elements of the Armed Services are authorized to
sanitize TALENT information and materials for use in Order of Battle in
the following way:
VI. Use in Geographic Studies
TALENT cleared elements of the Armed Services and the Central
Intelligence Agency are authorized to sanitize TALENT information and
material for use in Geographic Studies in the following way:
VII. Use in. Intelligence Publications
All TALENT cleared elements of the Intelligence Community are
authorized to use TALENT derived information in intelligence publications
in the following ways :
a. Where the information can be documented by existing intelligence

reports of a non-TALENT nature.
b. Where the information can be documented by intelligence reports
containing TALENT derived information already sanitized by other means.
c. Where the TALENT derived information is expressed as an
intelligence judgment, belief, or conclusion that can be reasonably
derived from the other evidence presented in the publication.
