MEMORANDUM FOR: Utilization Advisory Board

Establishment of PARAMOUNT Committee
1. Within the TALENT Control System there is established the
PARAMOUNT Committee to produce coordinated reports of the situation
The Committee will be chaired by Mr. Frederick A. Voigt of CIA,
and its headquarters wilt be in the HTALUTOMAT secure area. All
members of the Utilization Board are invited to second analysts to the
Committee.

used (the tatter point will be covered by stamps on the envelope in
which the report is transmitted);
c. Authority to transmit the reports outside the TALENT Control
System will reside in the senior intelligence officers of the several
agencies, and
