MEMORANDUM FOR: Deputy Director (Intelligence)
SUBJECT : Proposed OCI Utilization of Middle East
Photography
1. In order to permit maximum utilization of signif-
icant photo-intelligence pertaining to the Middle East,
the Assistant Director, Current Intelligence, through his
TALENT Control Office, proposes to do the following:
(a) Passing the PI results, chiefly aircraft and
ship counts, classified TOP SECRET, and without source
attribution, to selected OCI analysts, not all of whom
will be TALENT cleared.
(b) Using the PI results in maps and graphs in
all-source OCI publications or for briefings of the NSC
and White House, such maps and aids to be classified
TOP SECRET.
(c) Issuing PI results in all-source OCI publications
as background or comment without source attribution. Pub-
lications will be reviewed to insure against compromise
of the source, and will not be classified below TOP SECRET.
(d) Using the PI results, without source attribution,
in CIA Support for the NIC and the IAC Watch Committee.
2. In those cases in which mention must be made of
the source for fullest explanation of the material, it will
be included only in OCI Intelligence memoranda to be kept
within the TALENT Control System.
