SUBJECT: Plans for Utilization of TALENT Control
Materials in DD/I Area
REFERENCE: Your memorandum of 13 June, SAPC 6027
1. The DD/I plan for utilization of TALENT Control materials
as set forth in the above reference is approved subject to the editorial
changes in paragraph b. under TALENT Security Officer in Tab A and
the elimination of the introductory sentence of paragraph 2 on the second
page of Tab D.
2. It would be appreciated if in informing the Assistant Directors
to proceed under the above plans you would remind them that the briefing
of TALENT cleared personnel is set forth in Attachment A of the TALENT
Manual and that supervisors should provide additional information beyond
that set forth in Attachment A only insofar as the functions of the individual
cases require. I believe it would also be helpful to point out to them and the
personnel cleared and briefed under the plans that in dealing with TALENT
cleared personnel, whether inside or outside the Agency, they should
confine giving of information and seeking it only if relevant to the problems
with which they are dealing. Copies of the referenced plans are filed with
the Project Security Officer, the TALENT Security Officer and Mr.
