la At the close of a COMOR "working grot#'meeting held on
17 May to discuss communications procedures, it was announced as an
additional item that authority had been granted for one TALENT flight
in support of CINCLANT/CINCLANTFLT requirements in Cuba. It is
understood that this flight is planned on or about 24 May; that processing
of the film is to be accomplished on a priority basis at Eastman, and
that readout is to be accomplished at NPIC on a regular shift basis. It
is further understood that the film is to be flown to and from Eastman.
The Navy representative was queried as to the acceptability of this
schedule to the Navy.
2. It is desired that an immediate photo interpretation report
be furnished to CINCLANT by message during the next working day
following the mission; and that a CINCLANTICINCLANTFLT represen-
tative view the film at NPIC to select frames to be printed for his use;
these prints to be prepared on a priority basis. Provided these condi-
tions can be met, the Navy accepts the proposed schedule as the fastest
possible means short of emergency procedures.
3. It should be emphasized that the requirement for weekly
coverage of specific areas of Cuba presented by reference Kc) and
endorsed by COMOR is still valid. In view of the time which will have
elapsed since the last coverage of CINCLANT'a monthly requirements
as stated in reference 'a and modified by reference (b), it is recom-
mended that the flight proposed for 24 May cover both weekly and
monthly requirements:

b) Navy Mbr, COMOR ltr ser NT-00083 of 5 May 1961
c) Navy Mbr, COMOR ltr ser NT-000101 of 12 May 1961
