Murphy, ONI MEMORANDUM OF CONVERSATION 0 Reports The COMOR has reached the following agreements: 1. That past I reports (operational PI reports) will not be disseminated except in the case of to JCS, Colonel Wm. Herrington. The Army, Navy, and Air Force will take care of their needs through their people in NPIC. 25X1A 2. That beginnin with tomorrow morning, 19 April 1961, and probably on Mission I NPIC will issue a lI report in 25X1 some form, that form to be determined by Mr. Lundahl after taking into account the operational factors revealed in thel sup- 25X1 plernents. Upon receipt of such reports, the dissemination 25X1 within each of the agencies will be in accordance with the "must know" principle. No other than those present at this meeting or their superiors or those already privy to the operation will become knowledgeable of any operational connection. 3. That for the time being no mass duplication of materials will be made. 4. Any duplication of select frames should be worked out directly between the services and the Director, NPIC, taking into account the work problems faced in NPIC. 5.
