SUBJECT Transmittal of Memorandum for the USIB
(Attached)
1. In pursuance of our conversation earlier this week on
clearances in the TALENT System, I have now prepared the attached
memorandum for the information of the United States Intelligence Board.
2. It has been presented to the Ad Hoc Requirements
Committee (ARC) who perceive no objection to it and who have agreed
to brief their superiors in anticipation that you may wish an Executive
Session next Tuesday to allow opportunity for comment.
