The Navy would have preferred an opportunity to staff
adequately this paper and the attached CIA dissent to carefully
consider all factors. Since this was not possible the Navy repre-
sentative has no alternative but to disagree with the basic proposal 25X1 D
and to state that as of this time the Navy considers the reviousl
agreed upon four Groups as coming before coverage of
