MEMORANDUM FOR: CHAIRMAN, AD HOG REQUIREMENTS COMMITTEE
SUBJECT: Scheduling of Middle East Maintenance Coverage (C)
1. Reference disucssion at the 23 September 1959 ARC meeting, Army
Intelligence confirms its request that the October maintenance overflight
of the Middle East be accomplished preferably during the last week or
ten days of October. Reasons for this request are as follows:
a. Based on 1956 experience, it is known that weather in the
area in general will be conducive to combined operations and therefore
probably at least near optimum for TALENT photography.
b. In the recent past there have been reports from various
sources concerning an Egyptian military buildup in the SINAI and it is
believed that the period in. question will provide the best information
to confirm or refute these reports and at the same time reliably determine
Egyptian military posture in the area.

2. The Joint Chiefs of Staff, Navy, and Air Force have been contacted
and interposed no objection to the above proposal. It must be realized,
however, that this does not preclude from the Services request for earlier
or additional overflights should they become warranted.
