MEMORANDUM FOR: Deputy Director of Central Intelligence
SUBJECT: Commendation for CIA Representative on
the Committee on Overhead Reconnaissance
1. As of 11 July. the CIA repre-
sentative on COMOR for the past year terminated that assignment.
I would like you to know that as represented the
Agency in an exemplary manner, proving himself extremely capable
with regard to the substance of the Committee's business and an
excellent negotiator. The high order of his performance has not
only been a credit to the, Agency and of material assistance to the
functioning of the group but also has been of great value to the
Chairman.
Z. COMOR's business has not only been frequently
extremely complicated but has also been demanding because of the
urgent pressure to respond to requests from the United States Intel-
ligence Board, the Chairman, or the individual members. The need
for speed and the simultaneous need for patience as well as clarity
has responded to these demands in a dependable and contructive way.
In my estimation his initiative and ability in drafting and redrafting
has been a major factor in ensuring CIA leadership in COMOR.
