MEMORANDUM FOR: Director of Central Intelligence
No. one and two (Tab C) are scheduled against four TALL
KING sites in the Arctic. Closest approach to Soviet terri-
tory will be 25 miles. These should produce much needed
information on capabilities of the TALL KING and other
important early-warning radars.
1. It is recommended that you endorse Special Group
approval of the JRC reconnaissance schedule for October 1963.
2. A number of the missions scheduled for October are
of considerable interest to CIA. These are:

missions Hedda (Tab A), Hope (Tab B), and Hazel

b. Missions Hal (Tab D), Willie (Tab E),
Verna (Tab F), Zeke (Tab G), and Kevin (Tab H should
produce further needed information on the FAN
SONG and possibly provide some information on the
radars associated with the SA-3 missile system. Verna
approaches to within 25 miles of the East German border
while over and to within 47 miles of Soviet
territory in the Baltic. Zeke varies altitude in the Baltic
and approaches to within 25 miles of Soviet territory at
