1. As Chairman of the Committee on Overhead
Reconnaissance (COMOR) of the United States Intelligence Board
I have had extensive opportunity to observe
work on highly complicated intelligence problems involving the
interests of a number of agencies. He has for several years been
the DIA representative on a COMOR working group. In this capa-
city he has played a significant and valuable part in the development
of COMOR programming. In every aspect of his work he has exhib-
ited initiative, integrity, and perception. His clear and persuasive
interpretations of the broad intelligence objectives of the COMOR
programs have given both breadth and perspective to the activities
of the Working Group, an influence which has contributed materially
to the steady improvement in our objectives listings during the past
two years.
2. Ihas a fine personality and bearing.
He should be of increasing value to the United States Government
in his future service.
