Review of the Procedures and Standards
within the intelligence Community for the
Control of Unitization and Downgrading
of Sensitive Intelligence
REFERENCE.- A Memorandum from the Chairman,
USIB Security Committee, on the above
subject (IBSEC-PR/4, 6 Sept 63)
1. This memorandum is responding to your request for
the concurrence or comments of COMOR on the recommendations
found in the reference. COMOR concurs in the recommendation found
in pars 10 that COMOR should review its current sanitization procedures.
Z. For your information, COMOR is establishing a sub-
group to begin the review at once. It is suggested that it would be helpful
to the Committee if a representative of the IBSEC or possibly someone on
the staff of the Chairman, would sit with the working group in the develop-
ment of this review. That review will not only take into account the sug-
gestions in your pars 10, but also would develop COIVOR views with regard
to the definitions which could then be discussed with IBSEC.
