Agreed that the present situation pertaining to the J schedule as indicated in. para a above had in effect solved the problem to which COMOR-D-48/45 had been addressed. The Chairman said that he would advise the USIB Secretariat of this conclusion and that; accordingly, the subject document no longer need be considered by the Board, Report from the Photo Working Group (T-KII) Group, reported: 3. Acting Chairman of the Photo Working a, That the rea and China were being updated as rapidly as possible taking into account delays in receipt of IPIRs on missions in these areas. b, That Cuba target updating had been concluded; this for the most part was simply the change of location of SAM sites due to recent movement of some of the sites, C. (The Chairman reported that the Board at the end of its meeting on 9 October had discussed the need for coverage to make an assessment of economic damage. C Triple Prime Configuration 4. In connection with the discussion on Cuba, the Committee approved a paper(COMOR-D-.24/94) to be forwarded to the NRO and JRC for appropriate action. Report from the SIGINT Working Group 5. Acting Chairman of the SIGINT Working Group, reported that the group: a. Had noted the current launch schedules for satellite SIGINT collection; b. Noted that three recent NSA reports had been published; c. Took under advisement the preparation of a charter for the Working Group since none exists; d. Considered the need for authorization for the Working Group to provide emergency tasking to the NRO without formal approval by COMDR. (There was inconclusive discussion of this matter by COMOR. It will be placed on a future agenda, ) e. Accepted a DIA tasking program in order to meet an urgent deadli ne. COMOR approved the paper as amended and subject to editorial revision by the Chairman. This paper will be issued as COMOR-D-1/6. 7. in connection with the foregoing discussion, outlined to the Committee problems which he faced in his responsibilities for the All-Source Center in the DDI/CIA which stemmed from the existence of the TALENT, and COMINT Security Systems. He emphasized the need to rationalize and simplify the security surrounding the materials in these various systems. He felt that the subject document by no means went to the root of the problem, which he recognized was not the purpose of the paper. However, he did feel that improvement could be effectuated through a single security system for reconnaissance rather than the two systems-as at present, namely, the and TALENT Control Systems. He also said that savings could'be effected, operational efficiency improved, and security increased by amalgamating, parts of the COMINT and TALENT courier and communications facilities. The Committee agreed to meet at 10 a. m. on 11 October to try to reach a conclusion on COMOR-D-48/49, "Requirements for Satellite Photography for Search and for Technical Intelligence for FY 1965" and to engage in preliminary discussion on the IBSEC memorandum (COMOR-D-7/8).
