THE LANGLEY CHILDREN'S CENTER
The Langley Children's Center located on the Central Intelligence Agency's
facility opened it's doors in September 1989. The center was specifically
designed and constructed to provide child care services to working employees
of the Federal Government. The idea for this facility was first advanced by
the Agency in the early 1970's and became possible after Congress passed
legislation enabling Federal agencies to provide space and services for child
care without charge.
The Langley Children's center is an attractive, modern, one-story building
consisting of 10,000 square feet of space divided into three areas designed
for children in age groups ranging from three months through four years. It
is equipped to accommodate 104 children and a staff of 28 coordinators,
teachers, and assistants trained as Child Care Specialists.
Although certification by local regulatory authorities was not required, a
special effort has been made to ensure that the building and equipment comply
with all federal, state and local safety guidelines and statutes. Approval of
the design and use areas was obtained from the National Capital Planning
Commission.
Other facts concerning the operation of the Langley Children's Center are:
O The Langley Children's Center is run by a non-profit membership
corporation headed by a board of directors elected by its' members.
Membership is open to all Central Intelligence Agency Employees.
O The center is operated under a contract with Fried and Sher, a local
business which provides consulting services on Day Care.
O The United States Government funds for space, utilities, and
maintenance; user fees (tuition) fund the operation of the Center.
O The fee schedule ranges from $95 to $130 per week for each child.
This fee, graduated by age group is competitive with fees charged
by community and private centers in the Washington D.C. area.
O The selection of children for initial enrollment at the Center was
determined by lottery from over 300 applications. 104 children are
currently in attendande.
The Langley Children's Center has been a source of considerable interest
among other federal agencies. Officials from several government agencies
have toured the Center. The National Security Agency and the Pentagon have
expressed interest in establishing similar facilities. We believe that the
Langley Children's Center, while serving the interests of the Central
Intelligence Agency, will also serve as a model for future facilities
constructed to serve federal employees.
