The Central Intelligence Agency (CIA) continues to move toward an orderly transition to the National Security Emergency Preparedness (NSEP) Telecommunications Service Priority (TSP) system. Through the National Communications System (NCS) CIA voted to forward NCS Manual 3-1-1, TSP for NSEP Service User Manual, to the Federal Communications Commission for review and public comment. At the August Council of Representatives meeting, CIA voted to approve NCS Manual 3-1-1 as an official issuance of the NCS. CIA will also vote for approval at the September 28 Committee of Principals meeting. 2. CIA will continue to implement the NSEP TSP program under the guidance provided in NCS Manual 3-1-1.
