MEMORANDUM FOR: Members Intelligence Research and Development Council
25X1 SUBJECT: Development of a Technology Road Map.
1. The Council has been asked by the Deputy Director of Central
Intelligence to prepare a technical assessment that identifies a National
Foreign Intelligence Program (NFIP) technology road map for the late 1990's
and the early 2000's. The assessment is to provide an outline of technical
goals and objectives, which may be used for the development of long range R&D
programs. In this vein, the assessment will draw on strategic guidance
contained in Intelligence Community pla7ning_documents such as the DCI's
25X1 National Foreign Intelligence Strategy.
2. The study is to indicate what technical problems now face NFIP
research and development managers and what steps should be taken in order to
prepare for the Intelligence environment of the future. in addition, the
study will consider critical technologies that may impact in later years on
the NFIP and provide an assessment of their application and feasibility,
25X1 similar to the Department of Defense Critical Technologies Plan.

3. Mr. Robert Herd, Director of the Office of Research and Development,
Central Intelligence Agency, has agreed to provide for the study and has asked
Chief, Advanced Concepts Staff, to manage the study's
completion.
4. The study should be presented to the Council for consideration in
February 1990. I ask that Cu ?rovide support as may be required for the
