Attached per your request is the write-up on the Security Evaluation Office for inclusion in the Authorization Conference appeal package which you are currently collating. 2. In light of the DCI's longstanding concerns with the Security Evaluation Office, I suggest you mention it in your covering letter along the following lines (assumption is DCI is the signer of the letter): As you will see in the attached appeal on the Security Evaluation Office, there are promising developments which we are actively pursuing with the Department of State. I believe that an effective cooperative relationship with the Department on these issues can be maintained only if the Intelligence Community speaks with one voice and if its support is systematic and channeled. A strong and fully staffed DCl/SEO, with full support from the Congress, is needed to carry out the mandate from the President. 3. The report lays out not only the organizational and substantive issues but discusses the accomplishments of the DCl/SEO which are impressive considering the brevity of its existence and bureaucratic obstacles it has encountered. In the covering letter we discuss in detail the resistance we experienced from the Department of State under Secretary Shultz in implementing the President's 1987 directive. However, in the closing weeks of the Reagan Administration, Secretary Shultz and the DCI continued to look for and succeeded in finding ways to close the gap between State and the DCl/SEO. Subsequently, the DCI and Secretary Baker have discussed the problems encountered earlier and believe they can be resolved. Discussions with Under Secretary Selin encourage us to believe that DCl/SEO and the Bureau of Diplomatic Security now have sufficient latitude to evolve a cooperative relationship. Mr. Selin has suggested and we have agreed to embark on a pilot project over the next few months. These are certainly promising developments. SECRET Security Evaluation Office The Committees' comments on the DCl/SEO seem to imply that without State participation the SE0 cannot carry out its mission and hence needs fewer positions. The number of positions in DCl/SEO is related to the mission (threat and vulnerability, standards, and monitoring compliance) and is not affected by who (State, CIA, NSA, DIA or FBI) fill them. Sixty positions are required to perform the mission; as long as the mission is unchanged, the position requirement is unchanged. If anything the mission of SE0 is expanding and a prime example of this is our support of the State Department Moscow Embassy Buildings Control Office (MEBCO). The 1987 instruction to establish the DCl/SEO required only State cooperation; participation was our proposal. We would prefer to have State participation in SEO and we have every reason to believe this will become a reality in the near future. The seriousness and magnitude of the problems/issues associated with the embassies overseas are unchanged. The issues chronicled by Schlesinger, Laird, PFIAB, Inman and the Congress are still with us. The State Department needs the coordinated support of the Intelligence Community.
