MEMORANDUM FOR THE RECORD
SUBJECT: Panama/Letter from SSCl/Instructions from NSC Staff
1. Late in the afternoon of 11 October, I received a call
from Bret Coulson of the Legislative Affairs Office of the
National Security Council staff. Coulson said that various
intelligence agencies were about to receive letters from the
Senate Intelligence Committee requesting certain further
information about the recent events in Panama.
2. Coulson said that it had been decided that individual
agencies were to ignore these letters, and that the President
would determine the appropriate Administration response to the
Committee's requests.
3. I asked Coulsen whether, if questioned by the Committee
about our response to the letter, we could indicate that an
answer would be coming from the White House. He indicated that
this would be fine.
