Thank you for your letter of March 2, 1989 asking that the assessment
requested by the FY 1989 intelligence authorization conferees concerning the
collection of narcotics-related intelligence be deferred until June 1, 1989.
The Committee has no objection to this delay. The Committee understands that
the intelligence community is unable at this time to project future antidrug
strategies or programs that will be developed in conjunction with the Director
of the Office of National Drug Control Policy. However, the Committee does
wish to receive expeditiously a description of what antidrug collection and
counternarcotics activities currently are being conducted by elements of the
national intelligence community and has been told that such information has
oeen compiled. The Committee can use this information for its review of the
fiscal year 1990-91 budget request and to better understand information that
will be provided in your June 1 submission.

The intelligence Authorization Act for Fiscal Year 1989
(HR 4387) requires the Director of Central 'Intelligence and the
Secretary of Defense provide, by 1 March 1989, an assessment of
the drug Intelligence and target development Information re-
quirements, the Impact on the intelligencercommunIty elements
for supporting such requirements, and, a management plan for
the tasking, collecting-, exploiting and rapidly disseminating
information In support of the target development and drug
InterdIction,processes.
The Department of Defense Is presently working with the
intelligence community and law enforcement agencies to design a
comprehensive Intelligence strategy based on our assessment of
existing interdiction strategies. The strategy devised must be
In consonance with the overall anti-drug strategy of the re-
cently nominated Director of the Office of National Drug Con-
trol Policy. Because strategy development Is In its prelimi-
nary stages, ?a detailed assessment of the drug intelligence
Infrastructure Is unavailable at this time. We expect to
provide a detailed assessment by 1 June 1989 of our progress
toward integrating the Department of Defense plan with the
overall anti-drug strategy.
