Beilenson Chairman Permanent Select Committee on Intelligence House of Representatives Washington, D.C. 20515 -Dear Mr.-Chairman: OCA 3936-89 g NOV 1999 - Section,15 of the CIA Act-of 1949, 50 U.S.C. ?403o authorized the Director of Central Intelligence to form a group of uniformed protective officers for Central Intelligence Agency facilities. Under that authority, the Director established the Security Protective Service. As noted in the legislative history, the Agency is expected to notify the Intelligence Committees before deploying protective officers to additional locations. This letter is intended to serve as the notice that the Agency will deploy its own Security Protective Service at a new location beginning on or about 25X1 1 December'1989. At the time the statute was enacted, the limited number of available personnel and extensive training requirements dictated that the Security Protective Service be initially 25X1 deployed at locations. The need for Security Protective Service Officers at other Agency facilities, however, has continued to increase, and Security Protective Officers have been placed at several other Agency facilities in the Washington, D.C. area since the inception of the Security Protective Service. In a continuing effort to meet the need for protective services, the Director of Security has ordered that the Security Protective Service be de lo 25X1 additional Agency facility. 25X1 25X1 ? ? ? All such deployments are, however, contingent on the availability of qualified personnel.
